Civic issues
Topics getting the most attention in Monterey public meetings, ranked by how frequently they come up.
Marriott hotel exterior and event deck
The Marriott gets a 723-square-foot outdoor event deck on its 10th floor and a repaint, with the hotel picking between two earthy color palettes. Commissioners also flagged the always-open, trash-filled Franklin Street garage door for code enforcement follow-up.
Solar and battery backup at Ryan Ranch medical office
A busy endoscopy clinic can now install solar carports and battery storage so power outages never force cancellation of patient procedures. The clinic has borrowed $1.2 million and bought $650,000 of equipment already.
Inclusionary housing purchase at Glenwood Circle
The 42-unit affordable project behind City Hall got its financing locked in — a $1.5 million city loan moved from the general fund to the housing asset fund, after MidPen secured a $30 million state award. Construction starts this fall, done by early 2028, with units reserved for MPUSD families in precarious housing.
Ocean Harbor House parking lift decommissioning
The 34 mechanical car lifts installed in the early 1990s are functionally obsolete — too small for modern SUVs, hard to maintain near the salt air, and considered hazardous by senior residents. Removing them converts those spots to regular garage parking, and the HOA's survey found only 35.4% of open spaces were in use, so the complex should end up with more usable parking than today.
Fisherman Flats two-story additions and private deed restrictions
Two addition projects got tabled after the neighborhood association president pointed to recorded 1960s protective restrictions and HOA rules the city doesn't enforce. The applicant needs HOA sign-off before moving forward, including questions about a 'one and a half story' limit.
717 Woodcrest Lane landing/deck dispute and neighborhood privacy
A proposal to replace an unpermitted wood deck with a retaining-wall landing extending to the property line drew three neighbors describing noise, privacy, and drainage problems — including late-night gatherings outside children's bedrooms. The Commission denied the permit 4-0, suggesting the door be converted back to a window.
Del Monte Center landscape and amenity upgrades
New owner Federal Realty is investing in landscaping, play areas, outdoor seating, and lighting across the shopping center, plus a 24-hour fitness tenant in the old Macy's furniture space. Commissioners loved the investment but clashed over nighttime lighting and glow.
North Fremont motel redevelopment
The long-vacant Casa Verde Inn and former Caruso's Corner restaurant get a second life as a 19-room boutique motel, ending years of neighborhood friction over failed larger plans.
Garden Road specific plan and other commission priorities
Commissioners want the Garden Road specific plan and recreation trail guideline updates moved up, but staff said there's no bandwidth — the housing element already requires two specific plans (school district site and Fort Ord), and adding a third means more staff or consultants in a tight budget.
Vehicle Storage Ban on Garden Road I-R/MF Properties
An ordinance passed to second reading 4-1 bans vehicle storage where industrial zoning carries the multifamily overlay — implementing the 2024 Housing Element. Landowner Robert Reade of 2700 Garden Road asked for an exemption, but the council held the line on housing priorities.
CDBG Funding for Housing and Services
The FY 2026-27 CDBG plan directs about $215,400 to public services and prioritizes the purchase-and-resale affordable housing program, with the Midpen Madison Street affordable housing project's $1.5 million city loan as a backup use of federal dollars.
